April 2 Special Legislative Update

Shenker Russo and Clark LLP Legislative Update

Good Afternoon,

The Legislature continued releasing and passing budget bills yesterday late into the night. The Senate passed the Aid to Localities bill and the Transportation and Economic Development (TED) Bill yesterday. The Assembly passed the Aid to Localities, Capital Projects, Public Protection and General Government, and Revenue bills yesterday.

This morning, the Education, Labor, Housing and Family Assistance (ELFA) bill was released. This bill contains several parts that were taken out of other budget bills, including healthcare and Bail Reform. We began reviewing the contents of the bill once it was released around 8 this morning. Because healthcare and mental health issues were addressed in the ELFA and TED bills, there will not be a Health & Mental Hygiene Budget Bill this year. The State Operations bill is the only budget bill outstanding, and we expect it to be released within the next few hours. Once it is released, we will review it and send you any sections related to your specific concerns.

Overall, we expect both the Senate and Assembly to finish voting on the State Budget today. We will continue to monitor both houses, and the Budget Process overall, and will keep you updated on all the latest developments.

If you have any questions or concerns, do not hesitate to call us directly; we are here for you.
